No permit shall be issued to any person who:
(a) Is less than twenty-one years of age;
(b) Has been convicted of a felony;
(c) Is without a currently valid motor vehicle operator's license;
(d) Has been judged mentally incompetent;
(e) Does not possess a working knowledge of the traffic laws of the City and the State of Ohio; and
(f) Does not have at least one year's experience in operating a horse-drawn vehicle or has not successfully completed a course in the operation of animal-drawn vehicles.
