(a) Except as set forth in Section 723.04, no person shall operate a horse-drawn vehicle for hire in the City without a permit.
(b) Any person or business wishing to operate a horse-drawn vehicle for hire upon the streets of the City, shall apply for a permit for each horse-drawn vehicle for hire sought to be operated. No more than three permits shall be issued to any person or business. The permit application shall be filed on a form to be prescribed by the office of the City Engineer and shall be filed at the office of the City Engineer. The term of the permit shall commence on the date that it is issued and end on December 31 of the year that it is issued. The cost of such permit shall be twenty-five dollars ($25.00) per permit.
