721.15 FRAUD.

No person, with intent to defraud the owner or operator of any taxicab or automobile kept for hire, shall hire such taxicab or automobile from the owner or operator. Refusal to pay the hire thereof, or absconding without paying or offering to pay the same, shall be evidence of fraudulent intent.
