There is established, for the purpose of determining the public convenience and necessity in the issuing of taxicab licenses, a Taxicab License Board consisting of the Mayor, the City Auditor and the Chief of Police. The Mayor shall be Chairman of the Board and the City Auditor shall be Secretary. The Secretary shall keep a record of all proceedings of the Board.
Two members of the Board shall constitute a quorum for the transaction of business and two votes shall be necessary to approve the application. The Board is authorized and empowered to establish and adopt such rules and regulations governing the issuance of taxicab licenses as are reasonable and necessary, and not inconsistent with the terms of this chapter.
The Taxicab License Board shall meet at such times and at such places as may be designated by the Chairman of the Board, to consider applications for taxicab licenses and to transact such other and further business with which they may be charged under the terms of this chapter. The Chairman of the Board shall, within ten days after any application for taxicab license has been filed with the Secretary of the Board, call a meeting of the Board for the purpose of considering such application. Each applicant shall be notified of the time and place of the hearing of his application for taxicab licenses by letter from the Chairman of the Taxicab License Board, addressed to the address given in the application and mailed at least three days prior to the hearing.
