Each license shall name the person to whom it was granted and state the kind of privilege to be exercised thereunder and the period it shall remain in force. The Mayor shall have the authority to issue such license upon application therefor and upon payment of a fee of one thousand dollars ($1,000). Such fee shall be returned to the applicant upon the completion of the show after the following deductions are made: (a) a three hundred dollar ($300.00) fee for the use of Yoctangee Park; (b) costs of water and electric usage in Yoctangee Park while the show is being conducted; and, (c) any City costs for cleanup.
