No public dance shall be held in any place other than a licensed hall without first having obtained a permit from the Mayor therefor, and paying a fee of two dollars ($2.00) for such permit. No person failing to enforce at such dance the requirements made by statute or ordinance upon public halls shall be granted a second permit within six months from the date of such failure. Failure on the part of the proprietor of the hall used for a public dance to secure or require the proper license or permit for such dance, shall subject him to the penalties provided for in this chapter.
