(a) The Mayor is authorized to apply to the Federal Communications Commission for Certification of Franchising Authority to Regulate Basic Cable Service Rates and Initial Finding of Lack of Effective Competition pursuant to the Cable Television Consumer Protection and Competition Act of 1992, regarding cable operations within the City.
(b) The Mayor and his representatives are authorized to adopt procedural laws and regulations applicable to rate regulations and proceedings which in part provide a reasonable opportunity for consideration of the views of interested parties regarding cable operators within the City.
