559.11 RECORDS TO BE PRIVATE.

All reports, records, photographs and fingerprints taken pursuant to this chapter shall be the private records of the Division of Police, Department of Public Safety, open to inspection only by City or police officers, or persons having official duties to perform in connection therewith. No person having access to such records shall disclose to any other person, other than in the regular discharge of his duties, any information contained in such records.
