(a) Except as provided in subsection (b) hereof, no person shall place their garbage outside for pick-up more than twenty-four hours before scheduled garbage pick-up for that area.
(b) No person shall place materials for large item pick-up outside for pick-up before the Friday preceding the scheduled week of pick-up for that area.
(c) This section shall not apply to any person who places their garbage in a rigid plastic or metal trash container with a tightly secured lid.
(d) Whoever violates subsection (a) or (b) hereof is guilty of a minor misdemeanor.
