(a) No person shall use or possess with intent to use, drug paraphernalia or plant, propagate, cultivate, grow, harvest, manufacture, compound, convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled substance in violation of this chapter.
(b) No person shall deliver, sell or possess with intent to deliver or sell, drug paraphernalia, knowing that it will be used to plant, propagate, cultivate, grow, harvest, manufacture, compound, convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled substance in violation of this chapter.
(c) Any drug paraphernalia used in violation of this section shall be seized and forfeited to the City.
(d) If any provision of this section or the application thereof to any person or circumstances is held invalid, the invalidity does not affect other provisions or application of the section which can be given effect without the invalid provision or application, and to this end the provisions of this section are severable.
