373.14 TRANSFER OF BICYCLE OWNERSHIP.
   (a)   It shall be the duty of every person who purchases or otherwise acquires the ownership of any bicycle and operates the bicycle to report the transfer of ownership of same to the Police Department within three days from the date of purchase or acquisition for the purpose of transferring the ownership or registration of such bicycle. The owner shall be charged a fee of twenty-five cents ($0.25) for this transaction and shall be furnished with a written copy of the transfer application which shall be his evidence of the compliance with this chapter.

   (b)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
