§ 110.70 CERTAIN SOLICITING WITHOUT PERMISSION PROHIBITED.
   (A)   Commercial solicitation without prior appointment or permission from the occupant of the dwelling, or without having been requested or invited to do so by the occupant of a dwelling, or without complying with other provisions of §§ 110.70 through 110.78, is prohibited.
   (B)   COMMERCIAL SOLICITATION as used in this section, means the practice of going in and upon private property to call at dwellings in the city by solicitors, peddlers, hawkers, itinerant merchants, transient vendors of service, and transient photograph solicitors, and all other persons calling with the intention of influencing the occupants of the dwellings to purchase any article or with the intention of influencing the occupant to take or not to take action for commercial purposes.
   (C)   Commercial solicitation excludes:
      (1)   Persons advocating religious issues;
      (2)   Persons advocating political candidates or issues;
      (3)   Persons advocating issues for which no money is solicited;
      (4)   Persons under the age of 18 participating in fund-raising activities on behalf of a religious or civic organization.
