§ 30-5 SUBMISSION OF ANNUAL BUDGET REQUIRED; RECEIPT AND DISPOSITION OF GIFTS, BEQUESTS OR PERSONAL PROPERTY.
   The Recreation Commission must annually submit a budget to the Council for its approval, during the town's annual budget planning process. The Commission may also solicit or receive any gifts or bequests of money or other personal property or any donation to be applied, principal or income, for either temporary or permanent use for playgrounds or other recreation purposes. Funds received by the Commission shall be deposited with the town (see § 30-6). However, no money received by the Commission may be spent without including that money as part of a budget submitted to the Mayor and Council for approval.
