Whenever a vehicle shall be impounded in accordance with § 160-24, the owner of the vehicle impounded or other fully authorized person may reclaim the vehicle on payment to the town of all outstanding fines, towing, preservation, advertising, abandonment proceeding, and storage charges resulting from taking or placing the vehicle in custody.
