§ 160-24 IMPOUNDMENT WITHOUT PRIOR NOTICE AND OPPORTUNITY FOR HEARING.
   In addition to remedies available under state law, the town Police Department or its agent may impound a vehicle without giving prior notice and an opportunity for a hearing to its owner under the following circumstances:
   (A)   When the vehicle is impeding or is likely to impede the normal flow of vehicular or pedestrian traffic;
   (B)   When the vehicle poses an immediate danger to the public safety or jeopardizes the public welfare; or
   (C)   When any vehicle is parked in violation, having five or more unsatisfied parking citations.
