§ 88-1 PURPOSE AND AUTHORITY.
   (A)   The purpose of this chapter is to protect, maintain, and enhance the public health, safety, and general welfare by establishing minimum requirements and procedures to control the adverse impacts associated with accelerated soil erosion and resultant sedimentation. Minimizing soil erosion and off-site sedimentation will minimize damage to public and private property and will assist in the attainment and maintenance of water quality standards.
   (B)   The provisions of this chapter, pursuant to Md. Code, Natural Resources Article, §§ 8-1101—8-1108, are adopted under the authority of the town Municipal Charter and shall apply to all grading occurrences within the town. The application of this chapter and the provisions expressed herein shall be the minimum erosion and sediment control requirements and shall not be deemed a limitation or repeal of any other powers granted by state statute.
