All public streets, alleys, sidewalks and other public ways in the city shall be under the supervision of the commissioner of streets and public improvements. He shall be charged with the enforcement of all ordinance provisions relating to such public places, except traffic ordinances 1 , and is authorized to enforce such ordinances.
