§ 33.61 DUTIES AND POWERS.
   The Veterans Memorial Commission shall have the following duties and powers:
   (A)   It shall meet at least once every calendar quarter. Additional meetings may be called at any time by the Chairperson or Village Trustee serving as liaison to the Committee. All meetings shall be open to the public, and the Commission shall comply in all respects with statutes and ordinances pertaining to open meetings and availability of public documents. In the event a quorum of the Commission is not present for a meeting, the members present may discuss the business of the Commission but may make and record no votes except a vote on a motion to adjourn the meeting to a later time and place. The Commission shall keep a record of its proceedings and shall provide a copy of its minutes to the Village Clerk and to its trustee liaison.
   (B)   It shall recommend to the Village Board policies governing the Veterans Memorial.
   (C)   It shall administer the Veterans Memorial in accordance with the policies set forth in § 33.63, as amended from time to time by the Village Board.
   (D)   It shall, in conjunction with the Village Treasurer, administer the Veterans Memorial Fund, a special fund within the Village Treasury which is hereby established. It shall, in conjunction with the Chief Fiscal Officer, submit an annual budget request to the Village Board for inclusion in the annual appropriation ordinance of the village.
   (E)   It shall, on or before May 31 of each year, render a report of its activities to the Village Board during the preceding fiscal year.
   (F)   It shall coordinate its activities with the Director of Public Works and other village officials as required.
   (G)   It may enter into contracts for construction, repair and maintenance of the Veteran Memorial, or it may otherwise spend up to $500 from the Veterans Memorial Fund in any single transaction, on the signature of the Chairman, so long as such contracts or expenditures are within its annual appropriation.
