All swimming pools heretofore or hereafter constructed, installed, enlarged, or altered shall be completely enclosed by a fence of sound construction erected along the periphery of the pool walks or around the pool, and secure from trespass. All fence openings or points of entry into pool area enclosure shall be equipped with gates. The fences and gates shall be 48 inches or more in height above the ground grade level. All gates shall be equipped with self-closing and self-latching devices placed at the top of the gate and made inaccessible to small children.
