The Committee of the Whole shall establish a regular schedule of meeting dates and times as prescribed by the Open Meetings Act. Meetings shall be conducted in accordance with Robert’s Rules of Order and the Open Meetings Act. The Committee of the Whole shall consider for discussion and recommendation to the Board any matters to be brought before the corporate authorities of the village at the regular meeting of the corporate authorities. The Village Clerk. Deputy Clerk, or staff shall attend all committee meetings and shall keep a record of all proceedings. The Village Clerk, Deputy Clerk, or staff shall prepare the minutes of each committee meeting. A copy of the minutes shall be available at the next committee meeting. The Committee of the Whole shall review the minutes, may amend the minutes and shall approve the minutes.
