No person, attendant, or attendant-driver, either as owner, agent, or otherwise, shall furnish, operate, conduct, maintain, advertise, or otherwise be engaged in or profess to be engaged in the business or service of the transportation of patients upon the streets, alleys, or any public way or place of the village unless that person, attendant, or attendant-driver shall successfully have completed the emergency medical technicians course of training in accordance with the American College of Orthopedic Surgeons, the basic requirements of which are as set forth in Appendix A following this chapter.
