Each utility customer in the village shall be assessed a monthly service charge of $4 for each month of the year to defray the cost of collection and disposal of yard waste pursuant to § 53.062, authorized tree waste pursuant to § 53.091, the annual village clean-up program and other recycling/clean-up projects of the village and related equipment for street cleaning/clearing. The service charge shall be charged and collected along with the monthly utility bill to each customer. The service charges shall be placed in a special fund in the village treasury and used only to defray the cost of the above described services in § 53.046.
