Any person who places or causes to be placed a sign which is in violation of any part of this article shall be guilty of a misdemeanor and upon conviction thereof, shall be fined not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00). Failure or refusal to comply with this article each and every day shall constitute a separate and distinct offense.
