(a) No person shall post or cause to be posted, attached to or fastened upon any telephone, telegraph, cable television, or electric pole or any pole, post or sign owned by or located on property of the State, County or City any bill, poster, sign or device, including but not limited to those involving yard sales, used or intended to be used for notification of or advertising purposes or any advertisement whatsoever.
(b) All bills, posters, signs or devices, including but not limited to those involving yard sales, which are posted or placed at any other location (other than those listed in subsection (a) hereof within the corporate limits of the City shall not be erected or placed prior to twenty-four hours before the occurring event and shall be removed and properly disposed of within twenty-four hours after the occurring event.
