It is the finding of the City Council that there should exist an effective and prompt means of deterring the recreational use of marijuana within the City of Charles Town by means of local enforcement and prosecution. And, therefore, while the City Council has determined that more serious drug offenses should continue to be prosecuted under state and federal statutes, the simple possession of less than 15 grams of marijuana is within the proper scope of local enforcement and should therefore be the subject of a City Ordinance.
