Effective upon passage of this section, no individual shall loiter, park, stop or stand in or upon the streets, highways or other public places, or a public parking lot, a common area of an apartment building, or a common area of a privately-owned commercial shopping center or other commercial retail establishment, as defined in Section 509.01, or in or about any school, school building or school grounds, within the City at night between the hours of 11:00 p.m. and 5:00 a.m.
