(a) No person shall ride a bicycle upon the sidewalk on any part of Washington Street, or George Street, within the City. No person shall ride a bicycle upon the sidewalk within the business district of the City. The business district shall be located between and including Samuel Street, on the East, and West Street on the West and the Blocks between Liberty Street on the North and Congress Street on the South.
(b) No person twelve years of age or more shall ride any bicycle upon any sidewalk within the City. Persons under twelve years of age riding a bicycle upon the sidewalk outside the business district shall yield the right of way to any pedestrian and shall give audible signal before overtaking a pedestrian.
