(a) No person, business, corporation or other organization shall obstruct, block or otherwise impede the free flow of traffic upon any street within this town without first obtaining a permit from the Chief of Police.
(b) Application for such permit shall be made on such forms as may be prescribed and shall contain such information as is reasonably necessary for a fair determination of whether the permit should be issued. Applications shall be filed not less than five days before the time intended for such blockage of the street. Further, such application may be made for a temporary blockage or obstruction of the street on a regular basis.
(c) The Chief of Police may require signs and other notice to the public to be furnished by the person or organization blocking or obstructing such street.
(d) The permit may be refused or cancelled if:
(1) The time, place and nature of the obstruction would unreasonably interfere with the public convenience and safe use of the streets and highways.
(2) The blockage or obstruction require the diversion of a great number of police officers and other assets of the City so as to deny normal police protection to the Municipality or to financially burden the Municipality.
(3) The blockage or obstruction would unreasonably interfere with the movement of police vehicles, firefighting equipment or ambulance service to other areas of the Municipality.
(4) The blockage or obstruction would unreasonably interfere with other permits for such use.
(5) Information contained in the application is found to be false, misleading or incomplete in any material detail.
(e) The permit may limit or prescribe other reasonable conditions pertaining to such blockage or obstruction.
