(a) In addition to any other penalty imposed, the cost of abating a public nuisance by the City shall be collected as a debt from the owner, occupant or person causing, permitting, or maintaining the nuisance.
(b) If notice to abate the nuisance has been given to the owner, such cost shall be assessed against the real estate and shall include all reasonable attorney fees and expenses incurred incident to said abatement. The said lien for costs shall be subject to perfecting by filing notice in the Office of the Clerk of the County Commission of Jefferson County, West Virginia.
