Nothing in this article shall be construed to violate the rights of freedom of speech or press guaranteed by the First Amendment to the United States Constitution or Article III, Section 7 of the West Virginia Constitution, or to otherwise repeal any other laws of the State of West Virginia or ordinances of the City of Charles Town Code, including, but not limited to, Sections 517.07
or 517.08
of the Codified Ordinances of the City of Charles Town, which shall remain in full force and effect unless otherwise amended.
