135.02 CREATION OF PLANNING COMMISSION.
   The Planning Commission shall consist of five (5) individuals, all of whom shall be residents of the Municipality, who shall be qualified by knowledge and experience in matters pertaining to the development of the Municipality, who shall include representatives of business, industry, and labor and who shall be appointed by the Council of this Municipality. At least three-fifths (3/5) of all of the members must have been residents of the Municipality for at least one (1) year prior to appointment. One (1) member of the Commission shall also be a member of the Council body of the Municipality, the term of this member to be co-extensive with the term of office to which they have been elected or appointed, unless the governing body of the Municipality at the first regular meeting of the Commission each year designates another to serve as the Municipality's representatives. The remaining members of the Commission first selected shall serve respectively for terms of one (1) year, two (2) years and three (3) years, divided equally, or as nearly as possible between these terms. Thereafter, members shall be elected for terms of three (3) years each. Vacancies shall be filled for the unexpired term only, in the same manner as the original selections are made. Members of the Commission shall serve without compensation but shall be reimbursed for all reasonable and necessary expenses actually incurred in the performance of their official duties. A member of the Municipality's staff shall be assigned to provide administrative support to the Commission.
