Council may vest in the Municipal Clerk, the authority to issue warrants for arrest, to administer oaths, and to accept and approve sureties and bonds, provided that said Municipal Clerk may only issue warrants, administer oaths, or accept and approve sureties and bonds, in the absence of the Mayor, in the absence of the City Magistrate or in absence of the Municipal Judge.
