Whoever owns, keeps or harbors a cat within the City of Charles Town shall have said cat vaccinated or immunized against rabies with a vaccine capable to producing immunity for two years and shall every second year thereafter have said cat revaccinated. Proof of immunization shall be available to the Housing Inspector for verification that said cat is domestic.
