(a) No stable or other structure for the housing or confining of animals, other than dogs or fowl, shall hereafter be constructed within the City until the plans and location of the same shall have been submitted to and approved by the health officer. All applications to the health officer for such permission and approval shall be accompanied by a fee of five dollars ($5.00), which shall be paid into the City treasury.
(b) No barn or stable of any kind used for the shelter of any animal enumerated in subsection (d) shall be used or maintained within twenty-five feet of any building used, wholly or in part, by any person for sleeping quarters, or where food is prepared, served or sold.
(c) No stable or other outbuilding shall be erected or constructed, nor shall any person proceed with the erection or construction of such building within fifty feet of any street or less than twenty-five feet from any other property line within the City. Any violation of this section shall constitute a misdemeanor, and Council shall have discretion to require any person so offending to remove such building, or cause it to be removed at such person's expense.

(d) It shall be the duty of the owner and keeper of any stable wherein a horse or other animal is kept, to remove or cause to be removed, all manure from such premises or stable at least once in every fifteen days, and oftener, if deemed necessary by the health officer.
