(a) All household garbage, food waste or matter that will decay shall be deposited in metal or like containers having a capacity of no greater than thirty gallons and being equipped with a well fitting lid. This container shall be limited to fifty pounds of household garbage, food waste or matter that will decay.
(b) All other such waste shall be deposited in plastic bags or other containers provided they are securely bound and bundled and shall not weigh more than fifty pounds.

(c) The owner of all commercial establishments and multifamily dwellings having four or more units shall provide a receptacle of suitable cubic feet storage to accommodate the pick up schedule of the approved contractor. The owner shall maintain the location in a clean and sanitary condition.
