Nothing in this article shall be construed as prohibiting necessary repairs to any poles or wires properly in use within the corporate limits of this Municipality. Major reconstruction or system upgrades shall not be considered "necessary repairs". Major reconstruction or system upgrades to existing pole and/or wires shall trigger the requirement for undergrounding of such utility system. (Passed 4-19-10.)
