The City of Charles Town Code Official shall have the superintendence of sidewalks, but an appeal shall lie to the BOCA Board of Appeals by any person who feels aggrieved by the action of the Building Inspector, provided that a written application for appeal is filed within twenty calendar days of delivery date of notice. Delivery date shall be evidenced by signature of the “Return Receipt Requested” form. In the event the delivery date of notice shall not be confirmed, delivery shall be deemed, and the twenty calendar days begun, upon the posting of the lot in front of which said repairs are necessary.
