No person shall violate or fail to comply with any of the provisions and requirements of the International Property Maintenance Code as adopted in Section 1321.01, or fail to comply with any order made thereunder, or violate any detailed statement of specifications or plans submitted and approved thereunder. In addition to any other penalties of assessments, the property owner is responsible for any additional fees or expenses incurred by the City to enforce these provisions, including but not limited to the fees of third party contractors with special certifications necessary to appropriately evaluate whether a violation has occurred and the professional fees and expenses associated with securing search warrants to enter on to private property to perform any searches necessary to determine compliance.
