(a) There is hereby levied and assessed upon each water customer a recurring monthly water capital improvement fee, as follows:

(b) The water capital improvement fee shall be charged beginning with the July 2021 water bills and shall be charged each month thereafter.
(c) All funds collected shall be credited to a new revenue account code, Water Capital Improvement Fee, to be created within the Water Capital Improvement Reserve Fund, and used to pay capital improvements and debt service resulting from water capital improvement expenditures.
