1113.23 PRELIMINARY PLAN SUBMITTAL.
   (a)   Scope. A Preliminary Plan submittal shall provide specific details about the project and the construction of its several major elements.
   
   (b)   Purpose. A Preliminary Plan submittal shall provide specific details about the project sufficient to address Municipal requirements including those listed in Section 1111.201 (Criteria for Preliminary Plan) and obtain approval from the Approving Authority.
   (c)   Conformance with Approved Concept Plan. A Preliminary Plan submittal which fails to substantially conform to the approved Concept Plan shall be rejected. The applicant may either revise the preliminary submittal to conform to the approved Concept Plan or amend and submit a revised Concept Plan to conform to the Preliminary Plan submittal for review and approval.
   (d)   Phased Development. A Preliminary Plan submittal may include all or any part of the development approved in the Concept Plan. Phasing of the project by submitting only part of the land area approved in the Concept Plan, with the remainder in later preliminary submittals as a project developed in phases, may be permitted by the final approving authority .
   (e)   Submittal Contents. A Preliminary Plan submittal shall include:
Site Development Permit application.
Payment of submittal fees and plan review deposits.
Plan Title sheet.
Land use plan.
Street plan.
Utilities plan.
Preliminary traffic impact study.
Engineering feasibility studies for proposed utilities and transportation improvements.
Deed restrictions or other protective covenants.
Easements if necessary for proposed utilities, drainage, emergency accessways and other improvements on the plan.
Proposed development schedule.
Copy of the recorded deed or title policy showing the applicant's interest in the property and the owner thereof.
Other plans and documents necessary, in the opinion of the Community Development Administrator, to thoroughly and properly evaluate the submittal and proposed work for compliance with the Municipal ordinances, standards and specifications.
