1111.201 CRITERIA FOR PRELIMINARY PLAN.
   Council and Planning Commission shall review the preliminary development plan for compliance with the criteria below. Council and Planning Commission shall consider the comments and recommendations of the City staff, Municipal Engineer and municipal consultants. Council action is required only for PRD projects. Before approving a preliminary development plan, Council and Planning Commission shall determine that:
   (a)   The plan conforms to the approved concept development plan and municipal ordinances, standards and specifications.
   (b)   The plan is consistent with the Comprehensive Plan and any other applicable Municipal master plan for the orderly development of the City.
   (c)   The permitted and existing uses and values of property in the area are preserved.
   (d)   The uses and buildings within the development are harmonious and compatible with existing and proposed uses and buildings on adjacent property.
   (e)   The development preserves and promotes the natural characteristics of the site.
   (f)   Adequate lighting for safe and convenient use of the streets, walkways, driveways, and parking areas is provided.
   (g)   Site lighting is designed to minimize direct light, glare, and excessive glow and to comply with Section 1147.19 (Lighting Regulations) and other ordinances, standards and specifications;
   (h)   Municipal and non-municipal utilities are adequate to properly service the proposed development and conform to the City's applicable Master Plans.
   (i)   The water system is sufficient to service both the projected domestic usage and Insurance Service Office recommendations for firefighting protection.
   (j)   Vehicular and pedestrian circulation satisfies the needs of the development, and complies with the approved traffic study recommendations, and City ordinances, standards, specifications and Master Plans.
   (k)   The signs shall comply with Chapter 1129 (Sign Regulations).
   (l)    The landscaping shall:
      (1)   Comply with Chapter 1159 (Landscaping and Land Use Buffers);
      (2)   Enhance the aesthetics of the principal buildings and site with landscape screening.
      (3)   Maintain existing trees when possible;
      (4)   Buffer and screen adjacent incompatible uses;
      (5)   Reduce the visual impact of large areas of pavement with trees and other natural plantings; and,
      (6)   Provide appropriate trees and plant materials considering the mature size and shape thereof, climate and weather conditions of the City, and compatibility with the buildings and site.
   (m)   If the project is developed in phases, each phase upon completion shall comply with the criteria in (a) through (l) above.
   (n)   Planned Residential Development. Council and Planning Commission shall determine that the proposed development complies with the criteria herein and the requirements of Chapter 1137 (Planned Residential District Regulations) before approving the development plans for a Planned Residential Development.
