111.02 PRESIDENT.

   Council shall select a President of Council as prescribed by the Charter. The President of Council shall also have the following duties and rights:

   (a)   The right to make motions;

   (b)   The power to declare states of emergency within the Municipality; and

   (c)   The power to appoint all Regular or Special Committees of Council as further provided for in Section 111.04.
