111.04 COUNCIL COMMITTEES.
   The following Committees are hereby created as Standing Council Committees, to be appointed by the President of Council, or as hereafter provided, and R.C. § 121.22 shall not apply to Committee Meetings:
   (a)   Budget and Finance. Such Committee shall advise the Manager, Finance Director and Council on the budget and finances of the Municipality.
   (b)   Legislative, Records and Insurance. Such Committee shall advise Council on legislation of a state or national nature affecting the Municipality and to advise Council on the insurance programs of the Municipality and the disposal of Municipal records according to state law.
   (c)   Public Safety. Such Committee shall advise Council on the operation of the safety forces.
   (d)   Water, Wastewater and Sanitary Sewer. Such Committee shall advise Council on the operation and projects relating to water, wastewater and sanitary sewer operation within the Municipality.
   (e)   Streets, Sidewalks, Cemeteries, Street Lighting and Storm Sewers. Such Committee shall advise Council on the operation and projects relating to the operation within the Municipality.
   (f)    Economic Development Committee. Such committee shall advise the Council on opportunities for economic development within the municipality and make recommendations to promote and facilitate the operation of existing and new businesses. (Ord. 3003. Passed 2-8-18.)
   The Council Committees shall be appointed by the President of Council upon the passage of this Legislative Code. Thereafter, Council Committees shall be appointed by the President at the organizational meeting of Council and the President shall also name the Chairman. All Committee appointments shall be ratified by a majority of Council members present. Each Council Committee shall have two members of Council, and each Council member shall chair at least one Standing Committee. The President and the Manager shall be ex-officio members of each Standing Committee, but shall have no vote. Each Standing Committee shall present a report to Council at the regular meeting of each month. Council, by majority vote, of not less than four, may appoint Special Committees of Council and to charge that Special Committee with the study of special functions or to investigate a particular problem. The affirmative vote of five members of Council may override the appointment of a Special Committee.
