925.78 UNACCEPTABLE WASTEWATER.
   The Municipality shall make and enforce rules and regulations establishing the types and characteristics of sewage, industrial wastes and other matter which shall not be discharged into the sanitary sewerage system, the types and characteristics of sewage and industrial wastes admissible to the system only after pretreatment, requisites for pretreatment and otherwise governing the discharge of sewage, industrial wastes and other matter into the system in the interest of safety and the efficient operation of the wastewater treatment plant.
   (a)   In cases where the character of sewage or industrial waste from any manufacturing or industrial plant, building or premises is such that it will damage the sewerage system or cannot be treated satisfactorily at the wastewater treatment plant, the Municipality shall compel such users to dispose of such waste and prevent it from entering the sewerage system.

   (b)   In cases where the character of the sewage or industrial waste from any manufacturing or industrial plant, building or premises is such that it imposes an unreasonable burden upon the sewage collection, pumping or treatment works greater than that imposed by the average sewage entering the sewerage system, the Municipality may, if it deems advisable, compel such manufacturing or industrial plant, building or premises to pretreat such sewage in such manner as it specifies before discharging such sewage into the sewerage system. Industrial waste shall be pretreated to the strength of normal waste (see definition for "normal sewage" Section 920.001 ; Public Utilities Code).

   (c)   The discharge of unacceptable industrial wastewater into the sewerage system, whether directly or indirectly, is prohibited. Wastewater shall be deemed unacceptable when the concentration of harmful or toxic substances in the wastewater exceeds certain prescribed tolerable limits.
   (d)   Toxic or harmful substances include, but are not necessarily limited to the following:

   Any toxic substance as defined in the Federal Register, Volume 38, published September 7, 1973, shall not be discharged to the sanitary sewer system in concentrations which exceed 0.1 of the ninety-six (96) hour median tolerance limit.
   The preceding list of toxic or harmful substances is subject to revisions as required to meet current water quality standards and/or effluent standards imposed by State or Federal agencies.
