(a) When sidewalks are installed as a required improvement in subdivisions and planned unit developments, then the developer shall guarantee said sidewalks against defects in materials and workmanship in accordance with the requirements set forth in Section 900.94 of the Street and Sidewalk Area Code.
(b) The owner or occupant of lands abutting a sidewalk shall keep such sidewalk free from snow, ice or any nuisance.
(c) The owner of land abutting a sidewalk shall provide and maintain sidewalks in suitable repair. The presence of one or more of the following defects shall require the repair or replacement, as necessary, of the sidewalk, or portions thereof, to eliminate the defects present:
(1) A sidewalk block having a crack or cracks in it more than three-fourths inch (¾") wide.
(2) Adjoining sidewalk blocks or portions thereof whose edges differ vertically by more than one-half inch (½").
(3) Sidewalk block that have holes in them one inch (l") or more in diameter or have loose or missing pieces.
(4) Sidewalk block having depressions or reverse cross-slope, sloping away from the street, so as to impound mud or water, or any other substance.
(5) Sidewalk blocks having a cross-slope in excess of three-fourths inch (¾") vertical per one foot horizontal.
(6) Sidewalk block that cause an abrupt change in the longitudinal grade of the sidewalk.
(7) Natural stone slabs, brick or sandstone or asphalt sidewalks which have deflections or cracks greater than set forth in subsections (1) and (2) hereof.
