§ 153.03 INTERPRETATION OF CHAPTER.
   (A)   The Building and Zoning Officer shall be responsible for fulfilling all of the duties listed in §§ 153.15 through 153.26.
   (B)   To fulfill those duties, the Building and Zoning Officer first should use the criteria listed in § 153.35, Base Flood Elevations, to determine whether the development site is located within a floodplain. Once it has been determined that a site is located within a floodplain, the Building and Zoning Officer must determine whether the development site is within a flood fringe, a regulatory floodway, or within a SFHA or floodplain on which no floodway has been identified. If the site is within a flood fringe, the village shall require that the minimum requirements of §§ 153.45 through 153.48 be met. If the site is within a floodway, the Building and Zoning Officer shall require that the minimum requirements of §§ 153.55 through 153.63 be met. If the site is located within a SFHA or flood plain for which no detailed study has been completed and approved, the Building and Zoning Officer shall require that the minimum requirements of §§ 153.70 through 153.76 be met.
   (C)   In addition, the general requirements of §§ 153.85 through 153.85 shall be met for all developments meeting the requirements of §§ 153.45 through 153.76. The Building and Zoning Officer shall assure that all subdivision proposals shall meet the requirements of § 153.95.
   (D)   If a variance is to be granted for a proposal, the Building and Zoning Officer shall review the requirements of § 153.96 to make sure they are met. In addition, the Building and Zoning Officer shall complete all notification requirements.
   (E)   In order to assure that property owners obtain permits as required in this chapter, the Building and Zoning Officer may take any and all actions as outlined in § 153.98.
