No person may possess or harbor any animal within the corporate limits of the city unless such animal is under the immediate care and control of a competent and responsible person. This chapter shall apply to all animals except cats. Animals shall include, but is not limited to, dogs, horses, cows or other livestock. (Ord. 352D, 2-10-2015)
