No person who possesses or harbors any animal may permit said animal to be at large within the corporate limits of the city. The first violation shall result in a written warning. The second violation shall result in a penalty as provided herein. This chapter shall apply to all animals except cats. Animals shall include, but is not limited to, dogs, horses, cows or other livestock. (Ord. 352D, 2-10-2015)
