The owner, tenant or occupant of private property within the corporate limits of the city of Challis shall cut and remove the weeds, grass, rubbish, visual blight, potential fire hazards and branches upon and from such private property to the center of any street or alley along or in front of such property, including the parking within the curbing abutting such property within ten (10) days after written notice so to do given by the Challis city clerk.
