Violations of this chapter are hereby declared to be nuisances and the person creating or allowing the same shall, upon notification from the city, promptly clean up, remove and properly dispose of any garbage deposited, placed or dumped in places not authorized by the city. The city or its authorized agent may prevent, remove, clean up and otherwise summarily abate the nuisance without judicial process at the expense of the person creating or allowing the same, the cost of which shall be immediately paid to the city upon demand; and the city may bring any appropriate civil action, including abatement, injunction and/or damages, in which the city shall be entitled to all costs including attorney fees in the prosecution of such action.
